Carmen-Archer-sCarmen Archer of Proctorville, Ohio, has joined the Robert C. Byrd Institute (RCBI) as Quality & Environmental Management Systems Specialist. After graduating from high school in Hawaii, Archer earned a bachelor’s degree in health care management from Liberty University in Lynchburg, Va. She is pursuing a master’s degree in human resources at Marshall University.
